Webhook subscriptions

Outbound POSTs fire once per threshold crossing on subnet snapshots, good for Discord bots, Slack alerts, or trading automations. Metrics: alpha_price_tao, tao_in, alpha_in, market_cap_tao. Directions: above, below, cross_up, cross_down.

Security: this UI has no auth. Don't expose /webhooks publicly without a proxy.
